Separate SCCF Release Records

The record date decides which office should receive the first request. An admission created at SCCF before closure belongs in the Susquehanna legacy path. A later admission created at a receiving jail belongs first with that jail, even when the arrest and court docket remain in Susquehanna County. Placement, account, transport, and coordination records may still exist in Montrose, but they do not replace the receiving jail's exit log.

State that boundary in the request. For a legacy stay, identify SCCF, the approximate booking period, the person, and the exact release fields needed. For a post-closure stay, identify the receiving jail and ask for the admission, exit time, disposition, and destination. Send a separate Susquehanna request only for county-created placement or transport material.

A complete result may contain several dated records. The court order explains the legal authority. The institutional sheet records physical departure. A transport record can name the route, and the next agency can confirm continued custody. Read them as a chain rather than forcing every fact into the old SCCF file.

SCCF Releases Ended With Closure

The Susquehanna County Correctional Facility at 137 Ellsworth Drive in Montrose closed effective March 28, 2025. The current Inmate Control and Coordination page says the jail is closed and sends families to the Wyoming, Wayne, and Lackawanna county facilities. No person is now booked into or physically released from the former SCCF building. Any claim of a recent “Susquehanna jail release” needs the name of the neighboring jail that held the person.

Release from one custodian is not always community release. It may be a transfer, a court trip, commitment to the Pennsylvania Department of Corrections, delivery to another authority, or a true discharge to the community. The exit record should name the disposition and destination. If it only says moved or boarded, contact the receiving agency before treating the event as final.

Confirm an SCCF Release Record

A legacy SCCF admission belongs first with Susquehanna County. A post-closure admission usually belongs with the county that operated the housing jail. The county docket remains important in both cases because it records the order, bail, disposition, and sentence, but it may not state the exact time a person left a building. Match the durable legal record to the custodian’s physical-exit record.

1. Decide whether the admission occurred before or after the March 2025 closure.
2. For a legacy admission, give Inmate Control the full name, date of birth if known, approximate dates, and former booking or case number.
3. For current custody, ask Inmate Control which of the three receiving jails has or had the person.
4. Ask that jail for the exit date and time, release type, and destination. Do not rely on roster absence.
5. Check the Pennsylvania UJS Case Search for the related Susquehanna criminal case and later orders.
6. If the destination is PA DOC, another jail, BOP, or ICE, verify arrival or status in that system.

Note: A docket establishes legal action, while the last custodian is the best source for the actual exit event.

SCCF Legacy Records Contact

Inmate Control and Coordination is the practical starting point for former SCCF booking sheets, release logs, account material, photographs, and placement questions. The office may direct a post-closure request to a neighboring jail if that agency created the institutional record. County-wide posted business hours are Monday through Friday, 8:30 a.m. to 4:30 p.m.

The official page names John Karakash as Inmate Management Coordinator, Levi Schmidt as Deputy Inmate Management Coordinator, and Christine Harder as Jail Accounts Manager. Those roles support placement, coordination, and account routing. They do not make the closed building an operating jail.

Request SCCF Release Documents

When ordinary contact does not supply an existing record, use the Susquehanna County Right-to-Know route. The county requires the statewide request form. It accepts delivery in person, by mail, fax, or email, and recommends email. Law-enforcement-related requests route to the District Attorney, while other county requests go to the Open Records Officer.

Ask for an electronic copy of the booking or release sheet and release-log entry. Identify the person, aliases, date of birth if known, approximate admission and release dates, and booking, case, or OTN number if available. Name the desired fields: booking number, admission date, release date and time, release disposition, and destination. Request a booking photograph separately, including its image date and linked booking number.

The Right-to-Know Law ordinarily calls for a response within five business days, but that is a response deadline, not a guarantee of production. An agency may extend, redact, deny, request payment, or state that it does not possess the record. If Susquehanna did not create the current jail log, ask whether the response can identify the known custodian.

Note: A narrow request for named records is stronger than asking an agency to research or explain a person’s entire history.

Why Susquehanna’s Jail Closed

The April 2025 Prison Board agenda ratified the closure and gives a dated final snapshot. It reported a March census of 22, an average daily population of 20, an average stay of 14 days, and 14 people boarded to Wayne County. These figures describe that month only. They are not a present population, an annual release count, or proof that Wayne became the county’s sole placement.

Older county corrections pages still describe visitation, mail, telephone, health care, programs, and other practices in present-tense wording. The current closure page controls. Those older pages are historical clues, not proof of an active facility or current release process.

SCCF Fees and Property History

Historical SCCF pages said the facility charged a $20 booking fee and could deduct medical co-pays, prescription costs, and disciplinary fines. A mail page said disallowed items could be stored until release. Those statements may explain an older account or property record, but they do not establish any present return-of-property procedure.

No current official source establishes a release hour, exit door, family waiting area, ride home, weekend procedure, property handoff, or post-closure inmate-account process at the former jail. Such details must not be borrowed from a neighboring county. For a current detainee, ask the actual Wyoming, Wayne, or Lackawanna custodian about its own practice and record the date of the answer.

The agency that holds a person or possesses the requested record.

Disposition

The documented result of a custody event, such as discharge or transfer.

Community release

A physical exit that does not pass the person directly to another custodian.

Susquehanna Transport Is Not Release

Distributed custody makes “transported” a central local status. The Susquehanna County Sheriff transports prisoners to and from county and state facilities, both within Pennsylvania and across state lines, as well as for court matters. Movement out of one building may therefore be routine housing or court transport. It does not, by itself, show freedom in the community.

Build a custody chain instead. Identify the last confirmed custodian, obtain its exit status, record the named destination, and confirm arrival with that destination. Then compare the chain to the Susquehanna docket. This method resolves the difference between a release order, a jail departure, and actual community release without overstating any one source.

Current county guidance names Wyoming County Correctional Facility, Wayne County Correctional Facility, and Lackawanna County Prison. A family should not assume one location from an old report. Call Inmate Control when placement is uncertain, then contact the named jail with complete identifiers.
